Job Description

We are seeking a Social Value bid writer and SME to support the development and delivery of Social Value across bids and customer contracts. The role sits within the Business Development team and will work closely with bid teams, delivery leads and partners to develop high-quality Social Value responses that strengthen our competitive position in public sector procurement.

The successful candidate will combine strong bid writing capability with an understanding of the UK Social Value Model and wider ESG priorities. Over time, the role will build deep expertise in Netcompany’s Social Value strategy, frameworks and partnerships and support the continued development of the function.   

Key Skills

Bid and Business Development Support

  • Support the development of Social Value responses for bids and frameworks, ensuring alignment with the UK Social Value Model and customer priorities.
  • Work with bid teams to design credible, measurable Social Value commitments that strengthen competitive proposals.
  • Translate Social Value strategy into clear, compelling bid content and supporting evidence.
  • Contribute to bid kick-offs, solution design sessions
  • Maintain and develop reusable Social Value content, evidence and case studies for future bids.
  • Create and maintain tools to enable leadership community to self-serve tender responses (e.g.: update content library, create boilerplates, accreditation library; Group response tracker)
  • Support supply chain, contract and framework questionnaires with social value content when required.

Strategy and Content Development

  • Support the ongoing development of Netcompany’s Social Value strategy and commitments across priority policy areas.
  • Develop Social Value propositions aligned with key themes including inclusive employment, digital skills, environmental sustainability and community investment.
  • Identify opportunities to strengthen Social Value impact through partnerships and programmes.
  • Work with delivery teams to ensure commitments are feasible and align to tech delivery

Governance, Measurement and Reporting

  • Understand alignment of evidence capture and reporting through tools such as Thrive and internal Social Value tracking systems.
  • Contribute to Social Value case studies, annual Social Value report and impact reporting.

Stakeholder Engagement

  • Work closely with delivery teams, HR, Group finance and supply chain and partners to design Social Value initiatives.
  • Understand Group brand strategy and how SV activity can align
  • Engage with external partners including charities, training providers and community organisations where relevant.
  • Support internal awareness and understanding of Social Value across the business.
Qualifications

Essential:

  • Experience writing or contributing to bids within public sector procurement.
  • Strong writing and communication skills with the ability to translate complex ideas into clear proposal content.
  • Understanding of the UK Social Value Model or wider ESG / sustainability frameworks.
  • Ability to work across multiple bids and stakeholders in a fast-paced environment.
  • Strong organisational skills and attention to detail.

Desirable:

  • Experience developing Social Value responses for government tenders.
  • Familiarity with frameworks such as the TOMs, PPN 06/20 or the UK Social Value Model.
  • Experience working with community partners, skills programmes or sustainability initiatives.
  • Understanding of impact measurement or social value reporting approaches.

Development Opportunity:

This role offers the opportunity to develop deep expertise in Social Value strategy and delivery within a growing area of strategic importance for the business. The successful candidate will work closely with the Social Value Lead and have opportunities to take on increasing responsibility across bids, partnerships and programme development.
