Job Description

We are seeking a driven and collaborative Product Owner to lead the transition of a key government programme delivering digital services that support Policing, Law Enforcement, and Public Safety. This role sits at the heart of our digital transformation and offers the opportunity to shape services that genuinely make a difference.

Key Responsibilities

  • Lead the transition from programme-based delivery to a sustainable Product Lifecycle Management model.
  • Own and shape the end-to-end customer journey, ensuring seamless and efficient live service experiences.
  • Drive adoption of a Product-Centric Approach across programme workstreams, treating programme outputs as customer requirements.
  • Work closely with the Programme Manager to align programme delivery with strategic and tactical product objectives.
  • Engage and influence stakeholders across the organisation, balancing business, technical, and customer needs.
  • Provide line management, coaching, and mentoring to a team delivering Product Lifecycle Management.
  • Establish effective feedback loops to continuously improve products and services post-programme.

Key Skills

  • Demonstrable experience and qualifications as a Product Owner.
  • Extensive hands-on experience in product-centric delivery and the ability to facilitate the transition from Programme to product lifecycle management,
  • Strong stakeholder engagement skills, with the ability to build relationships and influence at all levels.
  • Solid understanding of project and Agile methodologies, including Product-Centric Approach, Scrum, sprint ceremonies, and backlog management, while considering accessibility and GDPR requirements.
  • Proven ability to deliver complex projects using project‑management techniques including planning, dependency management, risk management, and issue resolution through to Product Lifecycle Management.
  • Excellent communication skills, with the ability to translate technical concepts for non‑technical audiences and present to / influence senior leaders.
Qualifications
  • Degree or equivalent professional experience in a relevant discipline (e.g. Digital, Technology, Business, or Product Management).
  • Agile certification (e.g. Scrum Product Owner, SAFe Product Owner/Product Manager, or equivalent).
  • Project or programme management qualification (e.g. PRINCE2, MSP, or equivalent experience).
  • Evidence of continuous professional development in Product Owner/ Management or digital delivery.

Desirable

  • Experience working within government, public sector, or regulated environments.
  • Experience supporting or delivering digital services related to Policing, Law Enforcement, or Public Safety.
  • Proven experience mentoring or developing product capability within teams.
  • Experience operating within large, multi-workstream programmes.
  • Familiarity with service management and live service support models.
